Statewide water conditions have improved in recent weeks but there are still shortages on tap for many parts of California, the state’s top water official told ACWA members Thursday.
Department of Water Resources Director Mark Cowin said the state’s hydrology is relatively simple compared to regulatory restrictions that are complicating the state’s water picture. The take away message is that shortages are likely in the coming years, regardless of whether the state is in a drought.
